Remove Title Bar on Windows 10
On Windows 10, Virtual Cop 2 looks a little messy. The window doesn't quite fill the screen, leaving your desktop visible behind it, while a needless title bar fills the top part of the screen.

To improve the look of the window, download this small patch. Unzip the files to any folder and run PatchInstall.bat. The game should now fill the entire screen. Also, the title bar should be gone, leaving only the actual menu behind. To access the menu, press ALT.
