Limit Framerate
On newer PCs Last Bronx might suffer from an extremely fast framerate during gameplay. Vsync options don't seem to have an effect on this bug, but there are a couple of programs you can use to cap your framerate and make the game playable.
The first option is to use Bandicam. Bandicam is primarily a screen capture/recorder, but it also includes an option to limit a program's framerate.
To set a framelate limit in Bandicam, click on "FPS" in the sidebar. Under "FPS Limit," put a check next to "Set FPS Limit to," and UNcheck "Only when capturing." Then put your desired FPS number in the box - you can see I have mine set to 60 here. If the game is still too fast for your liking, try setting it to 30 FPS.
Load up Last Bronx with Bandicam in the background, and you should notice the game no longer looks like it's running on fast forward.
If for some reason you can't use Bandicam, DxWnd is another option you can use to fix the game. DxWnd is often used to force a full screen game to run in a window, but it also includes a host of compatibility fixes and tools.
You can download DxWnd here. Unzip the program files to any folder and run dxwnd.exe
We have to add a DxWnd profile for the Last Bronx game before we can play, so click edit in the DxWnd menu bar, and add from the drop down box.
At the following screen, enter in the path for your Last Bronx executable. The default settings on this page work just fine, but if you look at the "position" settings at the bottom of the screen, you can change "X,Y coordinates" to "Desktop" to make the game window take up the entire screen.
My configuration looks like this. Next, click the "Timing" tab.
At this screen, place a check mark next to "Time Stretch - initial" and select ":1.5" speed. Press OK.
Double click LastBronx.exe to start the game, and see if the speed is more to your liking. Note that you will always have to launch the game through DxWnd in order for this to work.
